I never figured Janeway would win, after all the complaints she gets.
Poor Harry, doesn't get no respect.

Yeah, below a guy whose name I didn't even know. No wonder he was still an Ensign after all those years, lol.

This is about how I would list them, though Seven would be a couple notches higher, and Neelix would be above Chakotay.

I would probably put Seven above the Doctor, move B'Elanna below Chakotay, and bump Kes up a notch or two.

I'd move Tuvok and Tom Paris further up and the Doctor further down. I'm glad Janeway won. Sure, a vocal minority love to bitch about her but it would be pretty difficult to watch a Trek show where you don't like the captain, imo.
