How would a T-800 try to track down hiding Targets?

What would it do if the target escaped into another country without leaving traces? There are no people that it could use as leverage and it hasn't any other objective than finding and terminating it's target! By the way we are talking about the 80s, no Internetsearch possible!
Could it extrapolate where the target is hiding without any information from skynet? What would be it's strategy for finding clues? How long would it take for it to find the target?
 
Hire a detective. A world-weary gumshoe with a fedora, his .38 revolver, and a lonely heart.

Pay him with money taken from that bank the T-800 knocked over. Terminate the target and the detective once they've been found.

Hack into the CIA's computers and use the tiny tracking device we all had secretly implanted at birth to find it's target.
 
It'd probably just tap the phones of all the relatives of the target it could find and wait for an actionable clue.

That in itself would probably be very hard to do.

However, I'm sure the T-800 could use its talent for voice mimicry, plus its knowledge of police and government computer systems, to impersonate an official who could get the knowledge it needed.
 
It would take to the Internet message boards, asking posters to write its story for it, I mean, formulate a strategy for it.

Gotta wonder if Terminators have GPS?

Although, if these sucker's are nuclear, shouldn't a Geiger counter work as well as a dog for flushing them out?

Either really well shielded or there's too much background radiation from the fallout to make a Geiger reliable.
