How old do you have to be to enlist in star fleet

One of the things they've never been too clear on is a SF OCS program.

You would have to figure there is one in at least one university per planet. So "college age" would be a good start. Of course, people have attended/graduated college in their teens.

As for enlisting, I would guess it's similar to modern militaries. In most countries you can enlist in at 16 as long as you have a guardian's consent.

Well as college age is 16 (in some countries) 16 seems plausable.
 
I suspect the three years of training was to prepare McCoy for all the landing parties, protocals for discovering and classifying new alien life, as well as to deal with the alien members of the Enterprise crew.
There also the possibility that McCoy was "only" trained and licensed to practice medicine on Humans. His three years of additional training was to enable him to practice on a wide variety of live forms.

Chronological age would be a important consideration, but so would personal maturity. Different people mature faster than others, intellectually, socially and emotionally. This could explain the presence of Chekov, 17 and already a ensign. And some advance slower than the main group.

Well...one definition of "enlist" simply means "to join something voluntarily." In that regard, Pike did use the term correctly as far as proper English is concerned. But in the same way that some words can have two or more different meanings, it can also refer to someone who joins a service without becoming a commissioned officer.

An easy way to avoid any confusion, however, would have been if Pike had simply told Kirk "Join Starfleet" or "Become a Starfleet officer."
 
And we have seen plenty of middle-aged or graying human Starfleet Ensigns, suggesting that there's no maximum age for enrolling even if there just might be a minimum one.

Tuvok was, what, 85 Earth years old the second time he enrolled in SF?
 
Even human line officers were allowed to serve until the age of 75 in TAS, and the suggestion was that this would soon be extended. Indeed, Mark Jameson thought he should be actively serving at the age of 85. So this second time should not be too much of a problem for Tuvok, or a special dispensation or anything like that, as long as his original demonstration of competence had been successful.

People trying to enter for the first time when turning 85 might face a problem...

Wasn't Data just a few years old at the time of his enlistment? But then, Data is a unique circumstance, since he's not biological -- he was given the form of an adult human from the time he was built.
 
McCoy had a lot more to learn about Starfleet. He might have been in the academy even longer if he hadn't got his doctor degree first.

I recall his lines in the reboot 2013 Gorn video game where he briefly considers following Kirk and Spock down into a deep gorge with a wingsuit on. I love how he says this, but I wonder whether he's more surprised that he graduated, or getting a dig in at Kirk that Kirk didn't graduate.

"Uhh...you know what? I'm coming with you. What, you think I'm only useful back in sickbay? I was trained at the same academy that you were.Took all the same courses. Passed every exam. Hell, I even graduated."
