In the Episode 'Homeward', why is there an armed security officer by Vorin's bed when he is in sickbay?

Why is this even a question?

Posting security guards on the Enterprise is pretty much pointless. Almost any time there is a hostile alien on board the ship, the security guards get their butt kicked.

In TOS, McCoy wouldn't have put up with security guards in his sickbay. My favorite line from TOS was from Alternative Factor when he says "...and get that muscle man out of my sickbay."
