Hey, I never noticed that before....

Those TNG holsters rarely did their job properly.

The Menagerie. In over 45 years, this never occurred to me. Granted that most of the time that we see Commodore Mendez, he's a Talosian illusion. However, no one seems to find it unusual that he conveniently thought to bring along his dress uniform, or at least his medals of commendation to pin on a uniform from the quartermaster. It seems unlikely the quartermaster would have a supply of all possible awards, commendations, or service ribbons, especially for a commodore.

The Enterprise has fabrication facilities. If they can fabricate flintlocks, Nazi uniforms, gemstones and the like then a Starfleet Commodore's dress uniform and medals isn't a problem.

I wonder if all of the dress uniforms are like that, you say to the computer, or hit the keys, dress uniform and state your name and all of your medals, based on Starfleet's records, are already on it.
 
Probably stored on one of those handy data cards, along with your preferred dietary requirements!
 
It didn't take blu-ray to notice this (I saw it years ago), but in "City on the Edge of Forever," just before Kirk and Spock jump into the Guardian, Spock resolutely snaps the hood of his tricorder shut; yet, when they appear in the 1930s, the tricorder hood is open again.
 
Then again Mendez is an illusion so everyone can be tricked into assuming he just ordered a uniform from the fabrication systems. No one has to actually see him do it.

"Captain" Kevin Thomas Riley should have fabricated himself the appropriate uniform before going to engineering. ;)

Especially if it's an important high-ranking officer like Mendez. They'd be entitled to have a uniform ready-made for them whenever they required it.

And in any case, I'm sure the Talosians would have no trouble planting memories in any of the crew's minds which would convince them that Mendez had brought the uni along, or that he'd had it made for him right there. They'd need it to perpetrate the illusion that Mendez was supposed to be there.
 
In 'Obsession', the famous scenes of red shirt Eddie Paskey walking past open cabin doors on the Enterprise after he was already killed by the Vampire Cloud on the planet below. Welcome back to life, Eddie. If I recall correctly, he was also now wearing a command tunic.
