To me Quality Trek is a trinity of TOS-TNG-DS9. (And then, there's UPN Trek, *sigh*)
I concur wholeheartedly.
However, I think it's true that VOY and to a slightly lesser extent ENT were pale imitations of TNG, which warrants the comparison... but as DS9 is hardly a pale imitation of TOS, it's not a whole fair catergorising.
I'd really say DS9 is a lot more TNG than TOS. People forget TNG was the show of "The Wounded" and "The Chain of Command", which is more DS9-like than anything TOS ever did.
Aside from the fact it has much of the same writing staff as TNG, is set in the same time period as TNG, has an old TNG recurring character as a regular and an old TNG character as a regular, has some carried over recurring characters; all of its alien regulars are from species established on TNG (except Odo, who is a species new to DS9, and Worf... who is a former TNG regular), aside from the races implies it extensively uses the Cardassians established on TNG... I mean, DS9 was a clear sequel series to TNG, especially TNG's space opera politics, in ways VOY was not.
And despite, and indeed because of - all the above, it managed to become a compelling and fascinating show worthy of note on its own terms.
