Have IDW announced any plans for DS9's 20th Anniversary?

I know Fool's Gold didn't sell that well (I would have made the first DS9 comic a crossover with TNG a la "Emissary" and Avatar), but have IDW announced any DS9-related comics for next year?

Nothing's been announced yet, no. The only things we know of for 2013 are the ongoing Star Trek series, Countdown Into Darkness, and the collected editions of Hive and the second half of Assimilation2.

My understanding was that IDW's license was a big blanket that allowed them to do anything they wanted so characters can crossover. At this point, if IDW can't make a DS9 mini work, I doubt another company would be able too.

Fool's Gold ended up better than I thought, but it didn't have a strong DS9 vibe. I would like them to do something for the 20th, though. However, with how comics work, they could end up doing something before 2013 is over.

That said, I would like to see them test the waters with something like Dominion War-era book. I think that might get some fans interested.

I think IDW let their license for DS9 expire and never did acquire one for ENT. An indy publisher like IDW may not be able to afford a big blanket license that covers every Trek series, and may have to pick and choose.

No, unless things have changed recently, IDW hasn't licensed all of Trek. The original series, the new movie continuity, NextGen, and, for a time anyway, DS9. They've never had an Enterprise license (it was said that it was too pricey for them, for too little return), and I don't think they've ever had a Voyager license. (Though Seven's role in Hive may indicate that they've finally licensed Voyager. At the time of Borg Spotlight, they didn't have a Voyager license. Come to think of it, they must've had a Voyager license to cover The Last Generation.)

Thought they could use characters from other series in minor roles just not produce books based on those properties. It explains the appearance of Phlox in Klingons: Blood Will Tell.

At the time of Borg Spotlight, they didn't have a Voyager license.

But weren't Janeway and Species 8472 in the Borg Spotlight comic?
They were. Here's Harris talking about IDW's license. I misremembered some of the details in the previous post, and while he doesn't talk about Borg Spotlight specifically, he does talk about how Tuvok and Seven appeared in The Last Generation even though IDW didn't have a Voyager license. It was probably a similar situation -- IDW asked, and CBS said, "Oh, why not?" :)

2009's The Never-Ending Sacrifice, but I think David R. George III's novel out next year will be labelled as a DS9 novel.

You never know, maybe the wormhole will bugger up and open to the 23rd century JJ-verse and they'll cross over with Star Trek Ongoing.

I thought Fool's Gold was descent but gotta agree I wasn't thrilled with that one either. I miss having to get DS9 comics myself and just wish they were going on still.
