No it's a personal letter from the out going to the incoming. Don't think it's contents are secret secret but it's treated confidentially.
For many people the first they might of known about it was the final episode the West Wing where Bartlett leaves the letter on the desk for Santos.
You know I just realized Obama talked about change and all this other good stuff, but he never told us what he would do in the event of an alien invasion. Crap I think we're screwed.
