OK, but if there's an "evil scheme", a conspiracy (whatever you wanna call it), then it's probably run by powerful people (like Merlin), and there was absolutely nothing in that episode that suggested that Ben Browder's crew was involved in something bigger than straight-up stickup jobs.We the audience have assumed the book was a list of bad 1%ers just like the rich folk in Starling City have assumed the Hood was Robin Hood taking down people because they are rich but neither assumption is true. There is something else going on. We just don't know what it is yet.
Guess I am in the minority as I never thought the book was just filled with 1% but merely with the people who were going to hurt Starling City.
