Perhaps such people don't know the meaning of the word "percentage"? It kinda covers the "they have more to give" concept already.

No, it doesn't. If a rich person earns one million dollars and is taxed at 10% along with a poor person who only earns $10,000 who ends up getting hurt more? The person who is poor as they need as much money as they can get because they're, y'know, poor.

Instead, it'd be fairer to tax the rich person 12% and the poor person 8%.
 
I know some say the "rich" shouldn't have to pay more--but if (not real numbers) 10% of the population has 90% of the money/property/earnings, then they should pay 90% of the taxes. That is not 90% of their income, but 90% of the taxes received by the government.

I don't think people are really going to say, "Damn! I'm pissed that we made more last year and moved up a bracket! We better start earning less right now!!"
