Yeah, that seemed kind of funny to me too. There's no description yet besides a generic one for the show, so I don't know who or what it's going to be focusing on.

He should be able to do creepy suitably enough.

As an aside, comics should swallow up all actors named Benedict for roles in their media. They've got Cumberbatch, Wong, and Samuel now for a good start.

Of course my first thought is Batman.

We've got a new Fox Monday preview (including new footage from Gotham) and a new description for Season 3. The article also says that the producers are considering bringing Killer Croc and Harley Quinn.
We've also got our first picture of the aged up Poison Ivy, who is also seen briefly in the new preview.

Barbara is already basically Harley, so they might as well just make it official.
Harley and Killer Croc are both being planned for the show. That article just makes me think Barbara=Harley even more.

I personally thought Ms. Kringle would make a better Harley. However wouldn't Harley need to be younger than Bruce? So maybe one of the Street Rats?

I was trying to remember, did we see any blond girls or women when they were showing the montage of people "inspired" by Jerome?
EDIT: Ms. Kringle could be interesting, but Barbara is already almost Harley, so it wouldn't take much to make it official. At this point things are so far from the traditional characters, that I'm not worried about things like a Harley who's older than Bruce.

I think that boat has sailed. By the time Bruce dons the cape and cowl all his foes will have a decade or two on him.
