Can somebody please explain how aggressive flesh eating lizards, who look and act as such, have created a civilization that can build spaceships with warp capability?
 
I am not sure if you are talking about humans or if there is some other sci-fi race I don't know about.

And they're not mindless. We saw a Gorn trying to use the computer systems in the Season 2 finale.

Definitely humans. I love Star Trek, but in anyone seriously thinks that the monstrosity that is humanity can actually develop like FTL with our current neanderthal like behavior, within the next 40 years a la Star Trek.... Nope.
 
The cultural state of Europe was not at any kind of ethical high water mark five or six hundred years ago when they started exploring and exploiting the rest of the world. It's not only possible for brutal, violent people who view others as lesser to be inventive and capable, it may confer some advantages.

That's true. I saw that later in the episode. I think what was driving my inquiry was how instinctual the Gorn young were acting and trying to reconcile that with the lack of instinct it takes to master engineering mathematics.

To clarify "lack of instinct" = "force of intellect"
 
Interior Design
Gorn destroyers have a massive processing area of the vessel called a Digestion Chamber. The Gorn place victims in cocoons within these chambers to be melted, digested, processed, and turned into either food for the Gorn crew or fuel for the ship.

Do the Gorn have whole planets set up as Digestion Chambers to fuel their colonies with? I can just imagine secret Gorn Digestion Chambers where the Dregs of the Galaxy are taken, possibly even whole solar systems worth of all life. Very similar to the Borg, but instead of assimilation, digestion.
