Exactly. Minus One is after the war when Japan is at it's lowest. Minus 0 is things getting better with the next logical step being +1.

Following -1 with -2 is going backward. A sequel is usually one digit higher than the previous, and -1 + 1 = 0.

They've released a new short called Fest Godzilla II: Shinjuku Burning. I tried to find Fest Godzilla I to watch first, but I can't find it. There are a lot of videos with the titles in Japanese, so it might be one of those.
