I'd tweak that slightly to maybe say that command is the standard track, with engineers, medics and other specialists admitted by slightly different routes (though why security and engineering share a colour baffles me, unless the main job of security is cybersecurity, with packing a phaser bottom of the job list? Anyway). But anyway, yep, command as the non-specialist start, with people from the other colours sometimes going across as they get promoted. And command officers specialising as they realise their forte.

They share the same color uniform with operations. These are all ship function jobs, not command, not sciences, but maybe command is a sort of base track, considering that even in security & engineering, they do command people. Not always the case in sciences maybe

In general alot of this seems to imo relate to getting their footing straight in first 2 seasons.. Can't imagine who's idea it was to put Worf at Conn and LA Forge spending time there too.. Even heard they didn't even know Crushers status and Picard was not supposed to last long there either.. I did thoroughly enjoy my name sake (wesley) pronouncement on his promotion. That was well announced!

Simple enough; it put them all on the bridge, which is where the main characters needed to be until they could build more sets. The story is that Roddenberry added an engineering scene to Farpoint so it would get built on day one, otherwise they might not have one till another season.
