Generations Uniforms - in universe

Picard always went loose on uniform standards. Pulaski, Beverly, Worf, Ro, Troi, Wesley. He had like a few jacket variants of his own. Those DS9 suits dropped, & some folks were like "Hey, these are cool" & he was just like "OK, f*** it, wear whatever ones you want"
 
This never struck me as odd. If Starfleet issued a new uniform, I wouldn't necessarily expect every single person to start wearing it at the exact same moment. A transition period of a few days or even a few weeks wouldn't be unreasonable. "Here's the new standard uniform. Please be sure fully adopt it by stardate blah-blah-blah." That wouldn't preclude crew from wearing it earlier than the mandatory date.

What if having multiple uniform types and crew members swapping around is the norm? What if the DS9 variants had been around for a long time, but Picard just didn't want them on his ship? What if he insisted everyone look more formal, so they always stuck with the other style? Just a thought.

Multiple uniforms dates back to TOS so it never struck me as odd either. The uniform of the day regulations could be updated to expand the jumpsuit from station use to ship use, this THE ENTERPRISE D and VOYAGER.
 
For a recent real-world example, photos of the USS John P. Murtha crew after the Artemis II recovery show them wearing a mix of blue coveralls and camouflage Naval Working Uniforms (and a few in two-piece chef uniforms, red damage control coveralls, and flight suits).

 
The main difference, to me, is that Our Future Heroes have replicators, so there doesn't need to be any kind of supply or production limitation on generating new uniforms.

Usually not just supply but desired organized presentation of uniformity in a, uh, uniformed service.

That's a valid point. Still, there could be other reasons Starfleet might allow a brief transition period.

Yes, but Starfleet (at least as Roddenberry envisioned it) is a scientific and diplomatic corps first and foremost. It's not primarily a military organization. Which means it might not be as rigid about conformity of appearance as a wholly miliary outfit would be. After all, before Jellicoe came along Troi basically wore whatever she wanted. This is also apparent in the way TNG stressed a collaboration over hierarchy (e.g. Picard's seat was in the center, but it was flanked by, and not raised above, his senior officers).

Perhaps, but one need to merely look at other uniformed services like NOAA or even Artemis II mission to note that uniforms serve a purpose aside from just conformity.
