Paramount, Warner, and their ten thousand subsidiaries (New Line, Republic, Miramax, etc.).
No studio has released 30 movies a year in the last 25 years. Especially in the streaming age, that's even more difficult; they're clearly lying.
Studios plainly don't have the infrastructure to support that much production these days. 50 or 60 years ago during the end of the contract player days when studios still had crew departments in-house, they could. But today? When studios have to rent out crews and equipment? Nope, it's far too expensive to make that much per year.

That would be a reasonable move, considering how much he stands to lose if the merger falls through.

Well if a merger doesn't happen people will lose jobs. Paramount is not doing well as it is in California. If California stops the merger a move might be the only way to save the studio and to save jobs. So no not more job losses probably less with a move. They need to move to a state that is cheaper to operate. Warner Brothers will potentially go bankrupt if a merger doesn't happen so more loss of jobs. They might need to sell their IPs piecemeal to the highest bidders.

paramount will probley move to the currently trump right wing owned red states in red cities that are currently trump right wing territories
in other words paramount will most likely move to red states in red cites that are both currently run by trump right wingers in political offices
So hire in house crew again. That would be great for the employee stability, no wondering what your next job will be.
It would also lower the bottom line considerably. Sadly, the Ellisons aren’t in this game to help employees have job security. They’re in it to make money for themselves and their stockholders.
A lot of Hollywood actors have moved to red states like Texas. California is beautiful and has great weather but it also has terribly high taxes. Paramount needs to survive. I doubt the merger will go through. Moving to another state that has lower taxes and less stringent regulations might be the only way paramount can save money and survive. So many movies and shows are made outside of California now because of lower taxes and tax credits. Movie and tv show production has been silently been moving out of California for years already. It really has nothing to do with red or blue state politics. Productions will just go where its cheaper to make movies.
Thats why people are in that business. To make money. People from owners to directors to actors to crew members. It can be a high paying industry to work in if you get the right job and project. Corporations are starting to replace workers with a.i. All places of business are in it for the money. Hollywood has always been in it for the money. If they one day can replace people with a.i. they'll do it. Its just the way it is unfortunately. If we're unhappy with the way a company does business a boycott of their product is one of the few ways to make them change. But boycotts are rare these days. People love to consume in the U.S. even when they cant afford it(i.e. high inflation of the last 5 years has not cooled spending) and even if a company isn't the best corporate citizen.

Productions have been moving elsewhere for quite sometime. It’s telling that the only recent live action Trek production made in L.A. was Picard. And that’s only because Stewart demanded it. I think with the recent provisional agreement for the number of films to be made, there’s a possibility the merger will go through. (Although I do question how making 30 films a year is possible for any studio.) I still think there’s a likelyhood there will be a requirement made to divest something.
