Admiral Vance and whichever character Rebecca Quin "Becky Lynch" Lopez is playing weren't in the Trailer either.
Commander Kira wasn't Star Fleet.You're forgetting that the very next person to take over Sisko's position had served with Bashir for seven years, and had grown to understand what a dedicated and honorable man he was.
(Yes, I know she probably wasn't in a position to promote Starfleet officers, but nevertheless. I reject the notion that Bashir was quietly blacklisted.)
Plus it's quite possible that Bashir didn't care anything about being promoted at that point.
Star Fleet was ready to indict him for his parent's actions, that probably didn't exactly endear him to the Corps.
Just to be clear, I'm fully aware that there are multiple reasons as to why an officer might top-out at lieutenant.
When it turns out that the ranks on that Commemorative Wall mean nothing, I'm going to laugh.

You're doing it again. What's wrong with letting everyone have their innocent speculations that you have to get after them and lecture them like you always do?
The speculation doesn't bother me; I'm simply convinced that it's all going to turn out to be wrong (because most speculation does turn out to be wrong just based on the fact that it's speculation).

Again, your constant insistence in making your point, bashing your point into the ground and arguing until you're blue in the face that anyone who doesn't agree with you is wrong is the reason why many of us have enjoyed calling you out in the past when you've been proven wrong about something. Why do you have to always get so aggressively insistent with your claims?
But by my could this is the third or fourth time I've asked you this directly and you never answered me the other times, so I guess at this point I just have to accept this is who you are.
Really appreciate the Commandant's speech, love the different virtues espouse by the Academy, and the set up. Reminds me of reading books about the Academy and dreaming of attending such an institute.
