First Picard Show pic!

Is it the TOS font or is it the Kelvin movie font, since this is closely related to events from the first movie?

TOS font is italicized, whereas the Kelvin films aren’t.

It's also got the rounded upper corner on the "E," which the TOS font did and the Kelvinverse font did not.

My prediction he is at Starfleet Headquarters. He is their to talk to Admiral Riker about searching for Spock who has gone missing. Riker says they can't. Romulus blew up and the Romulans blame Spock. Picard knows he won't get Starfleet to search for him and thus he goes and meets the crew for this current show.

The TOS font is an odd choice, but I love the Picard font.

That said if they're really going with "Picard," I'd kind of prefer they just drop "Star Trek" from the name entirely. It flows weirdly, and like "Enterprise," Picard is easily recognizable as Trek without the ST part.
 
The person standing near Picard looks like they're wearing a uniform from Voyager.
At first I thought they were the uniforms from the Countdown comic and Star Trek Online videogame but you're right, they're much more like Generations/Voyager/Early DS9 uniforms but with Next Gen-style collars and the brighter shade of gold seen on the DiscoTOS unis.

Probably because the TNG font is kind of ugly and incredibly '80s.

No. The show is set around 2398, more than a decade after Romulus was destroyed. And it's not just more TNG. According to what's been said about it, it's not just another action show about starships on adventures, but more of a psychological study of Picard at a very different stage in his life than we've seen before.
 
Well, I can't really tell anything about this show from this image except that it's great to see Picard again, and this makes me more than ready to see a teaser trailer!

From the CBS upfronts. Looks like the Starfleet uniforms are straight out of Countdown/Star Trek Online.

The uniforms are bright but Picard is dressed in black and looks disturbed. Something's on his mind while everyone else goes about their business. So I'd say he feels at odds and stands in contrast with the way things are going even though no one else has a problem with it.
 
At first glance it actually looks a bit colorful.

Perhaps they haven't yet reached the post-production stage where everything is shifted blue and brown.

They did say every show would have a different look and feel. I think they want the colors to pop on purpose. It's the future, it's almost the 25th Century! It's bright! It's cheery! It's happy! I think it's a misdirect, so they want it to look like this on purpose.

I'll be pissed if they mute those colors. It's very vibrant.
