First Contact Theme Question

I don't believe it was. The presence of a crossfade between the FC theme and the Next Gen theme sounds to me like they took the closing credits music from the movie and snipped out a portion in the middle; if it was a new recording I'd expect it to have a new, shorter arrangement.

That was my thinking too. One less thing to spend money on.

The one that really picks at my ear is the switch from the First Contact theme to the Picard season one theme in the opening logo/ep title section.

Jeff Russo is listed in the credits as doing the theme, which makes it pretty clear this is a new recording of the FC theme they're using. If it were the same recording used in FC, they'd have listed Jerry Goldsmith instead.
Jerry Goldsmith is credited.

"STAR TREK FIRST CONTACT MAIN TITLE I LOCUTUS" AND
"STAR TREK FIRST CONTACT END THEME" BY
JERRY GOLDSMITH

Jeff Russo composed and conducted the original Picard opening theme which pops up in the title card music, so his inclusion is expected...but I'd argue we can't be sure based on that credit whether or not he is being credited for the work he has already done, or for specific new work. Jeff is also listed as "Supervising Composer". I won't pretend to know what that entails. It could be a position of authority, or it could be the musical equivalent of Executive Producer. I'm betting someone who knows the ins-and-outs of these kinds of things will chime in soon. :)

Jay Chattaway's credit seems to have evaporated, so I guess there's not enough of his Inner Light in that seven second snippet of Russo's theme to justify it.

I was referring to the "opening credits" (you know what I mean) though after checking YouTube and pausing on Russo's credit I see the exact wording is "Title Card Music Arranged and Conducted by Jeff Russo" which I guess actually refers to that segment at the beginning of the episodes where they have the show's title and then the episode's title.
