They should do it just for the sheer senselessness of Picard dying materializing into a warp core or something.There is an opportunity to use the phasing cloak again. But the Treaty of Algeron can just as easily be renegotiated by whatever government has replaced the Romulan Star Empire. However, the Federation doesn’t have to agree to a treaty this time, and I wouldn’t expect them to. There isn’t really a risk of a war with the RSE anymore. Just a small band of Romulans behaving like the Maquis antagonizing the Federation at best.
Maybe the Romulan Free State, being on such apparent good terms with the Federation is okay with the Federation developing cloaking technology?There is still the "Romulan Free State" which seems to be on good terms with the Federation considerung they admit humans and trill to their cube.
