So with the collapse of the Romulan Star Empire and Romulan Neutral Zone, is the Federation now free to pursue cloaking technology? Is the phasing cloak about to make a comeback?

Sure, why not? What would the remaining Romulans do to stop them?

Hobus isn't canon anymore. The star of the romulan home system became a nova, how ever it was called. Eisn, Ket-Cheleb or something else.

Im surprised the la sirena seemingly has no cloak. Seems perfect for its line of work

Depends... They've never said what government came after the boom. If there is a successor "romulan government" then previous treaties might be null and void or like the Soviet Union transitioning to the russian Federation.. Most treaties ran over to the new boss.. So with romulan? No idea yet..

The most recent episode reinforced that “Romulan space” is still a thing, so I’d assume that their political and military presence is still enough to justify the treaty still being in force.

Even if Starfleet were to have cloaks, I think it should be a more specialized thing than we saw with the Klingons and Romulans. Cloaked ship = submarine, and not all ships are submarines.

Wouldn't be surprised if the show never touches upon this issue, at least this season, as Starfleet isn't the focus.

Doesn't explain why the La Sirena doesn't have one.

    Military tech. Freighters aren't submarines.

Well, yeah he did. He seemingly pursued illegal technology without his government's authorization or knowledge. One might see the Treaty of Algeron as idiotic, but the Federation negotiated it in good faith.

Why would anyone do business with the Federation, if Starfleet is going to do what it wants regardless?

Everyone seemingly knew section 31 existed and still trusted them so I'm not sure it would really have that much of an impact. It seemed cloaking tech is too important to hold back on, so make the deal and then do it in secret

There is still the "Romulan Free State" which seems to be on good terms with the Federation considerung they admit humans and trill to their cube. The treaty might still be effective.

    It has never been canon.

It is only mentioned that "the romulan sun" had become a supernova, but the Empire contains lots of suns, so it's not necessarily the star of Romulus and Remus.

Rios can't afford it. But once Picard pays him, a cloak in the first thing on the shopping list.

America has stealth planes. Not all American planes are stealth. Got it? Good ;)

There is an opportunity to use the phasing cloak again. But the Treaty of Algeron can just as easily be renegotiated by whatever government has replaced the Romulan Star Empire. However, the Federation doesn’t have to agree to a treaty this time, and I wouldn’t expect them to. There isn’t really a risk of a war with the RSE anymore. Just a small band of Romulans behaving like the Maquis antagonizing the Federation at best.

They should do it just for the sheer senselessness of Picard dying materializing into a warp core or something.

Rios: Oops, the power intake of that phase cloak was stronger than I thought!

Maybe the Romulan Free State, being on such apparent good terms with the Federation is okay with the Federation developing cloaking technology?

Honestly, the Romulans probably nullified the cloaking ban in an attempt to get the Fed to reconsider their evacuation cancellation.

Romulan praetor: We'll let you Federation guys have cloaks. Thousands of cloaks if you want! Even phase cloaks! Just don't cancel the evacuation!!!

Yet Quark can always sell you a cloak you can rig to your freighter without professional assistance...

Cloaks aren't military tech. But they come in different styles and capacities, and those capable of fooling a revenue cutter for two minutes are probably more difficult to get than those capable of fooling a septotriticale barge for thirty seconds. It's just that Rios probably would have ways of getting one that fools a Starfleet snooping cruiser for a week.
