Favourite Recurring Characters

Actually, I always thought he became pretty well fleshed out. He started out as simply an extra with a few lines, and eventually they had episodes focusing on him. As a character, he did more than simply operate the transporter.
If you haven't, try checking out The Wounded. Excellent episode.
Off the top of my head... Sarek, Guinan, Garak, K'Ehleyr. Maybe Nog. And my namesake, of course. (Tora Ziyal, not the Christmas carol

Q and Lwaxana, no doubt. And Dr. Arik Soong, if he counts.

I always enjoyed him on TNG. It seems like everyone here is naming almost every single recurring character. I'll try to keep it simple.
TOS: Mudd, he's all I can remember
TNG: Q, love de lancies perfomance
DS9: Dukat, probably best villain character in Trek
Voy: ummm no idea. Can't remember anyone too good. Da Vinci?
Enterprise: No idea. Can't remember any.

Q, Brunt, Zek, Martok, Weyoun, and Damar (especially the final season) are my faves.
Obviously DS9 had some of the best recurring roles in all Trek. Most notably Garak, Dukat, Martok, and Damar.
For the others:
In TOS, Mr Leslie. Though he was a background extra, he did have a few lines and it is fun pointing him out in all the various episodes. Plus, he's one Red Shirt who continued serving on the Enterprise after he was killed. That's dedication to your job. Sarek is also awesome.
In TNG there's Q, and Gowron.
Voyager didn't really have recurring characters. Lt. Ayala was mentioned upthread, another background extra who its fun to notice.
Enterprise had Admiral Forrest and Shran. Also Xindi scientist Degra was a highlight in the third season.

I - Surak - enjoy the appearances of my fellow Vulcans Sarek and Soval. And I find any episode with Orion Slave Girls agreeable.

I just remembered Guinan! How awful of me to forget. Guinan is awesome! And her huge gun behind the bar - double awesome. 
I've always been quite partial to Martok. I think the DS9 writers were as well, which seems to be why he got more screentime than Worf in the final season.
You also can't go wrong with Garak.
