I really liked the guy that was Riker's former commanding officer in the TNG episode 'The Pegasus', played by Terry O'Quinn. I would loved to have seen him on DS9, he seems like the type who would have aligned himself with Section 31.

Kryton, the Elasian body guard in Elaan of Troyius. He came across as studly and badass. Lame the way both Farscape and Red Dwarf ripped off the name.

T'Lara - the judge from DS9's "Rules of Engagement",
Shanthi - TNG's "Redemption Part II",
Haden - TNG's "The Wounded" and the "The Defector",
Hanson - who died heading the fleet at Wolf 359
And the first Admiral Paris, who had more edge than George's boss from Seinfeld, Mr. Wilhelm.

My favorite TOS character ever is actually Trelane.

TNG - Bochra, the Romulan Georgi befriends with in The Enemy. And the blond Q from Deja Q.

DS9 - Keevan. He was actually in two episodes, but still.

VOY - Quinn.

ENT - Don't know, never watched it enough.
