I think the answer would depend on the context.
To watch as a Star Trek lead character? Probably Picard.
To serve under? Might be Sisko.
To attack a nigh invincible foe under his/her command? Possibly Janeway or Kirk.
To poison when I don't need him anymore to become Emperor? Mirror Archer- the guy is much too gullible for the Mirror Universe.
Just to mention a few examples.

Just to mention a few examples.
Captain Benjamin Sisko, for many reasons.
1. He is the most layered captain of the franchise.
2. He was an excellent role model for fatherhood.
3. He understood that command means taking care of those under your command, and not just with logistics and life saving matters. He knew that sometimes you have to put on a smile and celebrate with them, even if it's the last thing you want to do. He was not a closed off or unapproachable leader.
4. He actually promoted everyone he could in a reasonable amount of time.
5. He was not afraid to get his hands dirty or do questionable things to serve a much greater good.
I've got other reasons, but this covers most of my main reasons.

I like that he was an honorable man in both universes. He was harsh in the MU, but he sacrificed himself to buy time for his evacuating crew. Almost no one from the MU, particularly humans, would do that willingly on their own.
Before Discovery/Strange New Worlds, easily Captain Sisko. Now, it's Captain Pike. But, almost neck and neck with Sisko.

Considering that I still enjoy Voyager, despite the fact that the writers of that show showed an extraordinary talent for stepping on their collective schlong... Kathryn wins.
And remember, Sisko might have socked Q, but Janeway blew him off like he was a self-described pick-up artist at a bar.
