Fans suggest a Cardassian series with Garak in the lead!

Only if Andrew Robinson wanted to play him. Which seems unlikely, since he's 79 now the whole getting up at oh dark thirty in order to be made up and on the set at the crack of dawn thing would get old awfully fast.
Andrew Robinson has responded with an enthusiastic "yes" every time he's asked if he'd like to return to the role, and has said so as recently as last month at a GalaxyCon virtual panel. He definitely wouldn't be a barrier to bringing the character back.

From an interview with TrekMovie.com last year:

Going back to Star Trek: Picard, they have so far included a number of what they call “legacy” characters on the show. If the call ever came, would you be willing to put all that makeup on again?

In a New York minute! I would be more than happy to get back into the saddle as that guy again.

That said, even though Garak is my favorite Trek character, I wouldn't want an entire show centered around him. I think he's most effective when used sparingly. I'd love to see the character return for a guest spot or a Short Trek with the right writer, but not as the main character in a series.

He may be open to coming back as Garak, but being a series lead might be too much. Several times, Behr floated the idea of making Robinson a cast regular, and at least once, he was the one who resisted. He didn't want to have to sit through and act in makeup week and week. Armin Shimerman has said the same thing: he'll listen, but unless the money is really good ...

It will never happen.

Not every fanciful musing of the fans is going to find its way to the bright lights and cameras. You aren't even likely to see a series of books dedicated to Garak, let alone a full-blown television series.

Yes, you have books like "A Stitch In Time"....but that's not a series. And I don't believe that book, unlike many other Trek novels, ever hit the bestseller list. He's one of my favorite characters too....but I think realistically, I wouldn't give this another single thought.
 
I certainly wouldn't mind a "where are they now" segment on Picard where Jean Luc needs to swing by Cardassia and we find out how it all came out and wether Garak rebuilt his world a-la postwar Germany. They could get Robinson on there for 5 min to meet up with Picard.

That would be good fan service but if they're going to get Robinson ON the show, they'd better give him more to do than say hello and goodbye! There should be something that only Garak could for Picard, or that only Picard could do for Garak, preferably both.

Right, he wouldn't be as mysterious and enigmatic anymore. But it would be funny if he's the head of SI or 31 in PIC ;)

An anthology series with each episode telling its own one-shot story would be the place for this. It could revisit a lot of popular characters and flesh out the 20 year gap in the timeline.
That could be a huge success with fans (excluding the anti-service ones), but wouldn't be interesting for new audiences, so I think it will sadly not happen.

It wouldn't work for every character but for some, like Garak, with charisma and intrigue in spades then I'm sure they could pull it off, whilst for others if could be a flashy/important plot that just happens to have some Trek alumni involved (I don't see Kim having enough of a personality to drive an episode, but with the right story then he could make a reappearance).
 
Garak was cool but he's not lead material. I'm not saying he's a total Xon. I like him. But unless they do the Garak and Bashir show as some kind of 70's variety show and the two of them lead off with a duet cover of "Lost in Love" by Air Supply, I will find it boring.
 
I have said before I think DS9 has content there for some lovely Short Treks based around the crew or Bajor/Cardassian/former Dominion.
But please God no full plot arc driven series

I think a lot of people, me included, would say "Cool! More Garak, bring it on!" but sadly many more people, including those in charge of budgeting, would say "Who?"

If Robinson won't do it, then it's no idea. He IS Garak!
But if he's interested, then go ahead and do it!
