I agree, Spock remained a captain eventhough Kirk was demoted to Captain so in essence there were 2 captains on the Enterprise-A, so why not on the D as well. I thought Riker looked good with the 4 pins on his collar. I still love the episode even without an explanation.

Starfleet wouldn't let Riker remain a captain and serve as a first officer. He would have to accept a command to retain the field promotion. The field promotion was a wartime measure to deal with the abduction of Capt Picard.

A fiald promotion is not necessarily a permanent promotion.
