But if talking about "the set of the bridge", it qualifies. "This Side Of Paradise" has a long shot with just Kirk on the bridge, but I think the only point where the bridge is vacant is the brief moment before he exits the turbolift.
You're right, the first shot of the crew is Kirk and Spock beaming down, and the last is in the library. No traditional bridge scene for the closing shots. Scotty's voice over is used with no shots of him on the bridge. Funny... there were some good ones of him in a couple of previous episodes.
