The concept also appears in Rebels and the Vader comics.That's similar to Clone Wars when Yoda goes on walkabout and sees the Sith Lord in the temple in the final broadcast episodes.

Vader also did a self-sacrificing heroic act that saved the entire Rebellion before being mortally wounded by the Emperor. That's a lot more than just repenting on his last breath.He said sorry to Luke when he was already dying, leaving the legacy of destroyed planets, murdered children etc in his wake. Obviously there's little you can do to not have a Force Ghost.
