I've always seen it done one for each topic: Episode, Theme, Random.

I think the ability to actually upload pics directly to the board is a premium member perk. For the rest of us, we just save our avs on an image hosting service, such as photobucket or imgur, and then just link to them. You can insert a link with the "image" icon in the toolbar above the text entry box for your post (just to the right of the "smilies" icon).
