I actually just had to research that particular meme.
While I like that particular picture, it is rather fun, it apparently is a picture of Tennant's Doctor from the show, but the background is not. That makes it a bit tricky.

My instinct says only pics from the show and tie-in fiction are fair game. That av is both from the show and not from the show. I can't just say 'yes' or 'no' right away, I'll have to ponder on that.

Captain Kathryn, just in case, it might be a good idea to have a replacement entry ready.
