As long as you can get the link, you can use a proxy site to go around the block. Multiple online ones to chose from (no install required), including but not limited to: proxysite.pro and sslsecureproxy.com

Change the countries as needed.

Every country tries to implement blocks, but with technology right now, as long as you know what you are doing, you can get around it. I remember years back, for example, two countries blocked fanfiction.net, yet even after said block, the graphs that showed me where in the world the hits were coming from, I was still getting hits from the blocked countries because people went around the blocks.
