Ensigns of Command voice dubbed

On the episode Ensigns of command, Grainger Heines, playing Gosheven, had his voice dubbed over for what seems to be no reason. Does anyone know, or have any guesses, of why this could be?

According to Memory Alpha;
'After filming was completed, it was decided that Hines' voice didn't have the presence the producers wanted in the episode – they thought it sounded too much like John Wayne.'

It's a shame because the ADR is so bad and stilted to the point of being completely distracting in an otherwise great episode.

I remember reading a story where the actor who played Gosheven wasn't completely happy with his performance and asked that his lines were dubbed.
