Well, no, she was arrested at the end of the episode. Or are you referring to the mythological Ardra which the character in the episode was impersonating?
She still threatens to come back doesn't she? Isn't her last line something like "Till the next time, Jean Luc Picard..."?
Yeah, she had that "I'll be back to torment you again next season, Buck Rogers" vibe.
Oh, I guess. I always viewed it as an empty threat though. She's likely facing a lengthy prison term.
So was Harry Mudd. Didn't stop him from showing up a time or two.
I'm surprised nobody has mentioned the Sheliak. They were very ominous, quite cool and seemed destined for a return...and never did.
The character. Yes, she was arrested but as I recall she swore she'd see Picard and his meddling kids again someday. Putting a character in jail on Start Trek is hardly an actual deterrent, just think how many breakouts we've witnessed over all of the series. I wasn't necessarily eager for her return, she just came to mind as an "I'll get you for this!" type character that never made good on her threat.
TNG never really focused on individuals as villains, outside of Klingons and Lore. TNG had group villains. In the TNG vision, everybody could be reformed, so there was the expectation that whoever terrorized the crew one day might realize the error of their ways the next day.
Not a villain, but in DS9's Q-Less Vash says she's going to look up Picard.
Tamalak I guess is worth mentioning as he was spearheading Romulan attempts to start a war.

The subspace aliens in Schisms didn't actually threaten a return, but they put a probe or something into "regular" space before their laboratory is shut down and Riker's last words about them strike an ominous note.
Didn't he recur in AGT? Not for much, but I think he did.
The only one I can think of from TOS isn't a villain, just an antagonist accidentally: Gary Seven, and it's more Kirk and Spock "threatening" with their future knowledge, for a pilot--but still it's there.

Yep, a cool scene all the same. It sure would have been really cool had they done more with him throughout TNG.
Didn't Tamalak show up in Riker's "Future Imperfect" alien simulation?
Not true return, but if Riker's subconscious had to pick an important Romulan he was a great one.
