Wasn't Kirk technically a "4th Year" since he was on track to finish the academy in three years? (How ever that works)

Well, she may have had more (longer) of a formal Academy education, but "more qualified" may be subjective.

Put it this way: I bet in the real world -- even among the U.S. Military Academies -- there are 3rd year students who have better skills and are already more qualified to be an officer than some 4th years students.
