Dukat coup on Cardassia

We know that Cardassia joined the Dominion and Dukat gained control as leader of the Cardassian Union until his failure when the Federation retook DS9. Dukat said that Cardassia, through secret negotiations, joined the Dominion a week before. The question is, did Dukat plan and conduct the negotiations between Cardassia and the Dominion all by himself, or was a Cardassia/Dominion alliance someone in the civilian-lead Detopa Council’s idea. Maybe it was, maybe it wasn’t. The war with the Klingons may have made other Cardassians in the government, besides Dukat, desperate for an alliance with someone who could immediately drive out the Klingons once and for all. Dukat certainly took the opportunity to cement himself as leader of Cardassia since we never see or hear of the Detopa council again for rest of the series, suggesting that Dukat instigated a coup either before or after he made his intentions known while he joined Dominion fleet toward Cardassia. Dukat likely disbanded the Detopa council, thrown them in prison after “Cardassian trials”, or eliminated them the same way (spoiler deleted by PKTrekGirl - please don't do this again)

It was Dukat all the way. I think the Cardassian government was trying to negotiate in good faith with the feds, Maquis and the Klingons, the poor naive bastards.
Dukat finished off the Cardassian Revolution, just one more of his many crimes.
