The TV21 comics published during the 1960s made an attempt to depict a Dalek society. True, it was a culture based upon war and the extermination of "lesser" species, but it was a culture. And continuing that concept is a talented digital modeler named MechMaster, who, using Cinema4D, has posted over 500 pages of a 3D comic story he calls "Second Empire".

He was clearly inspired by the TV21 comics, but he has built upon those ideas and sometimes branched in very unexpected directions. Most intriguing, his Daleks have character, even the lowest "drone". He presents them discussing the tedium of transport duty; he has them watching "cinema" (heavy on the propaganda, of course); he even has them playing cards! As absurd as that may read, when you see his visuals, you "buy" it.
Plus, MechMaster is kind enough to share a selection of his models with everyone who has the tools to import .OBJ format meshes.
