Maybe they put it there for him to play with so he wouldn't get smushed behind a door ? Just grasping at straws here...

awww poor doggy wants a forever home.
Don't think so unless the gate is double whinged because it's back from the edge of the wall so can't swing all the way around.
I know winter can be a total pain in the ass, but my doggos can't wait to do this...
