Ny cousin's remaining English Retriever constantly does something similar. I give her 'scritches" until I'm tired and then she'll "paw" at me, hooking my hand with her foreleg and bringing it close to her head. That and she often "shovel" her muzzle under my hand so that it winds up atop her head.
