First of all, the writers were very clearly familiar with a seventh season of VOY episode, "Imperfection", when Icheb gave Seven a particular node to save her life. In "Stardust City Rag", Bjeyzel can't find the node that Icheb had donated to Seven because it's no longer there. That alone demonstrably shows that the showrunners of PIC are indeed aware of what happened on VOY. "Imperfection" is a deep-cut.
Second of all, Harve Bennett watched every single episode of TOS before starting work on TWOK so, no, Harve Bennett did his homework too before diving into Star Trek. And while Nick Meyer didn't take the crash-course Harve Bennett did, he did watch a handful of episodes and was re-writing the drafts of other writers who presumably were more familiar with TOS than he.
