Does anyone know how fast Warp 13 is in "all good things"

To avoid all those cumbersome numerals, I think they should assign each different warp speed an arbitrary name based on a flavor, instead of thinking in terms of numbers. More decimal points would be expressed with different flavor combinations.

"Ensign, set course for Alpha Centauri, Warp Factor strawberry-chocolate-pistachio-curry-garlic-sardine-bubble gum. Engage!"

And as a bonus, the replicator makes you a very special dish based on that flavor combo. :drool:

To seriously answer the question, it's got to be like warp 9.99xxxx, right? Anything that TOS called over warp 6 got moved (because of what Roddenberry called "warp inflation") to warp 9.9x. So instead of the dramatic impact of "WARP 12!" we got "WARP 9.9! No, IT'S WARP 9.99! MY GOD IT'S WARP 9.99 NINE!"
 
Although never reflected in the movies themselves, all the technical manuals of the era gave the movie-era Enterprise a top speed of warp 12.
 
...While the best she ever actually did on screen, when the fate of Earth depended on her speed, was warp 7.

Might be the refit reduced her top speed somewhat. Might be the refit brought her top speed back up to warp 7 from where it had fallen during the preceding five years of abuse. Might be the 2270s+ warp 7 was faster than the 2260s warp 12. But we don't have much onscreen reason to think that the refit would have been fast for a starship: her time of making speed records was firmly in the past in ST3:TSfS, and she took four days to limp from Earth to Vulcan after ST:TMP while even Spock's little courier vessel seemed to do better in the opposite direction.

I think we just need pragmatic warp factors.

"Ensign, set course for system X, warpfactor just-fast-enough-to-save-them-in-the-nick-of-time-but-no-faster-since-we-want-them-to-be-extremely-grateful-before-we-make-our-request"

Warp not quite as fast as the previously unknown alien ship/superbeing who is pursuing us?
 
In retrospect, the entire 'warp 10 = infinite speed' idea seems silly. What would have been wrong with TNG-era vessels reaching speeds of (say) warp 17 routinely in the first place?
 
Well, I think it could have been nicely worked into the rest of the TNG era....

For example ....

Picard: I am about to commit a direct violation of our orders. ... Ensign, set a course for earth, warp 4.9.
Riker: Captain, don't you think that under the circumstances, we should go for warp 4.95?
Picard: Have you forgotten that this sector is patrolled by Federation Law Enforcement Officer T'Lok? That Vulcan is tough as nails! The moment we accidentally hit warp 5.01 for even a nanosecond, he'll impound our ship since this isn't our first speed limit violation ...
Data: But sir, surely the Borg invading Earth would be a valid cause for exemption?
Picard: HAH! He'll just say he's heard that lame excuse three times already just this last week!

Well, a ridiculous idea deserves a ridiculous treatment, IMHO. It's no wonder it was dropped very quickly (for example by assuming a 'more advanced form of warp that doesn't damage subspace' could have been developed that easily).
