I don't think that's the reason TBH. Anecdotally I've met a lot of DS9 and Voyager fans in their 20s, especially the former, probably even moreso than TNG fans. I think DS9 in particular appeals to a lot of younger Millennial and older Gen Z science fictions fans, especially since Battlestar Galactica (2004) shares a similar creative DNA, and that was a very popular show in the 2000s and early 2010s. Also DS9 has themes that are a lot more relatable to younger people. Not that TNG doesn't either but DS9 I feel has a lot of relevancy in relation to the modern political and social climate.I know some youngsters that enjoy TNG - but they don't watch VOY or DS9 - because they're unwatchable because they are not in HD. Nothing wrong with catering to the over 40's - we've got the money for merch. Trouble is they want the youth - and they keep failing with that.

Despite the random calls I see for a remaster of Deep Space Nine and Voyager as well as the apparent hyperbole of arguments that it "looks like shit" people seem more than willing to watch these shows on streaming. In fact, there's a bunch of posts about these shoes going off of Netflix so people are looking to DVDs to watch the shows. So, it seems that the format isn't that bad.DS9 and Voyager were made for SD TVs and are shot accordingly. If you need to see detail in a character's expression, they're zoomed in enough that you can see all that. It's not like it's a HD movie at low resolution.
I don't think that's a big barrier except among videophiles or those looking for an excuse.

Another point I didn't mention before, never met anyone who didn't watch a show because it wasn't in HD. Only fans care about that, and the studios to sell you a new version of course.
My younger brother is a huge fan of The Twilight Zone so that tracks.i've seen a few Gen Zers talking about the old shows on social media. It's good to see. I'm not sure they are the majority of gen Z , but its always encouraging.
I've seen some young people praising the original Twilight Zone as well, which is an even older show, and in black and white too. Good storytelling stands the test of time
