The question would really depend upon if they would build up gas which would need to be released. Then would the suction on his sphincter make the "farting" sound while such gas was released, or would he have an SBD.

Data probably doesn't have a digestive system as we understand it, so no, I doubt he can fart.

If Soong wanted his creations to fart, they can fart. I can’t think of a practical purpose that would be served by such a feature, but Soong’s a pretty strange character so I wouldn’t rule it out.

The androids of “What are Little Girls Made Of?” are designed to be able to pass as human. Farting might possibly help with that so they’re a little more likely than Soong’s androids to have that feature.

i wouldn't think so. dreams and emotions are important human experiences that Dr. Soong was sure to include in the construction of Data. i wouldn't think passing gas would be an important experience of being human.
