Possibly. Something did. See, they eliminated the biological causes of baldness centuries before (along with criminal behaviour and headaches), the only hair loss that remains is purely psychological.

Interestingly, it was Roddenberry's original intention that Wesley would actually be eventually be revealed to be Picard's son.

Just goes to show, assuming it's true, that GR wasn't always the best judge about TNG. He should have written a space soap opera instead of a space western. Can't you just imagine the "dramatic" music when this was revealed to a breathless audience? Bleah!
