A good point, considering that throughout the ep. the bridge never got on to the fact that it was the Equinox EMH. After they found out then Voyager's doctor was given administrator authority but if the bridge didn't know then they might have been locked-out.

Not to mention they probably didn't bother stitching either of them up proper after ripping into their program that turning off the doctor would be as easy as sticking your hand into a cohorts open wound and waiting for them to pass out.

They can probably make another doctor whenever they want. If people can write their own holodeck programs, the Doc could at the very least duplicate himself.
