Did Starfleet have a facility on Vulcan?

But spying isn't exploring. Explorers want to see what lies beyond the horizon. Spies want confirmation to their beliefs about already known things that are bothering them. Both may wish to eliminate variables and unknowns, but spies do that far more literally than explorers, thus aiming at a reduction rather than expansion of knowledge.

Curiosity killed the spy, so smart spies aren't particularly curious. And curiosity was a journey of discovery for the "Carbon Creek" castaways who originally held no such ambitions.

In the end, exploration may lead to expansion. Spying is what may follow expansion. Vulcan expansion remains unconfirmed, and as we have reasons to disbelieve in it and a lack of reasons to believe in it, finding excuses for its absence sounds like a fruitful hobby.

In TOS, the Federation was referred to as "The Earth Federation" at least once.

And there's nothing wrong with that.
