Picard's Enterprise was the first holodeck where believable sex was possible after the Bynars made their enhancements. The Cerritos' adventures are taking place 15 years later. Its a brand new world.
 
I think that once holodecks became a thing, simple sex was possible. Actual romance, not so much. Look at Minuet after the Bynars were gone. Riker probably could have gone to bed with her, but it would have been like a blow-up doll. The Minuet he was so enchanted by... she no longer existed.

that’s true. But, given how popular are sex toys in the real world, which of course aren’t exactly realistic, I suspect that holosex would have been already a thing long before holographic people could pass off as real persons.

I watched the Booby Trap and Galaxy's Child last night.

In 11001001, Picard waltzes onto the holodeck and catches Riker kissing a hologram (Minuet), and promptly apologizes. He then leaves them later, saying "two's company" with an acknowledgment that Riker will have his privacy. The implication is that he was just fine with Riker getting frisky on the holodeck, and a further implication is that this was something done before the Bynar enhancements of that episode. Maybe believable sex was first implemented in the Bynar redesign (I have my doubts), but Picard and Riker were very familiar (perhaps intimately familiar) with the non-believable sex of decades before.

yeah, Starfleet has horrible computer security, but that is something we all knew already.
 
Not sure about that, because of the holographic barkeeper in "Manhunt" who got it on with Lwaxana ;)

What i meant is, it's very likely that the creation of realistic characters like Minuet was still or again being possible after the Bynars tampering with the holodeck was reversed. Maybe the system was still having a few bugs and glitches at the end of this episode, that were fixed shortly after.

Yep. That's possible. But on the other side, i wonder if Riker recreated Minuet at a later time on the Holodeck again, if he wouldn't have got something really close to the Bynar version.
 
Trek canon regarding sentient holograms is really screwy. Moriarty was created almost accidentally. Vic was programmed to be how he was. And the EMH was supposed to be used only in short bursts, but attained sentience because he was used constantly. And I think we saw similar issues elsewhere: the village in "Shadowplay" for instance.

But even normal holograms seemed to vary. Minuet (sans Bynars) was just a shell. But holo-Leah and Michael Sullivan were real enough for humans to become attracted to them.

Michael Sullivan was not "real". Someone wrote parameters on his personality, and he's stuck inside that. So what if he can make an old lady shiver with anticipation? Janeway was on that Boat for 7 years and barely three people tried to bang her. Maybe Kim's roaring success, sexually, is why Kathryn refused to promote him?

Zimmerman's holo assist Haley had been turned on for a decade, and was showing signs of unusual behaviour... Or Zimmerman programmed her once a month to pretend that she was becoming a real girl, and boffed him.

I believe that the crew of the D chasing after Data's sentience, was seen by Zimmerman as a massive waste of time, in a good way, its entertainment, so he programmed the Doctor to pretend that he was growing and becoming alive, to stop the humanoid crew from going space crazy.

Real hologram, turned into a cow. Alien race driver, turned out to be terrorist. And Tom Paris, nothing happened because they were both straight.

Maybe his epic disastrous failures are why Janeway stuck with high pitched sonic showers.

Janeway was locked into an engagement, fed a French guy pie, chased a monkey, pretended to be a prostitute for 15 seconds, refused an offer of implantation from God, ignored the kitchen rat scratching at her panty draws, lied about being hot for a space Nazi, brainwashed into having Seven for a girlfriend in wwii France, screwed a hologram, refused an advance from the Doctor, and was given a boyfriend after being brainwashed to forget everything.

Kim is Don Juan Dong by comparison
