Did Devinoni Ral show up in the lit?

Is this the first episode to feature the Delta Quadrant? I did like how those Ferengi dolts ended up appearing on Voyager.

Yes, "The Price" introduced the Greek-letter quadrant notation. It also introduced the idea of stable intragalactic wormholes as something valuable to the galaxy, so DS9 drew a lot from it.
 
And no one told the Voyager writers room or crew, about the episode or the Barzan Wormhole either.

This was the closest most credible foreknown short cut to get home, but Kathryn was completely blindsided by the subject when she ran into Arridor and Kol, and Ransom missed them completely... Unless this the Wormhole Ransom mentioned to Janeway about?

Not exactly. Tuvok was aware of it, anyway.
PARIS: Apparently it wasn't always like that. According to the people that we met, before the Ferengi came, the society may have been primitive, but it was flourishing. What I'd like to know is how two Ferengi got to the Delta Quadrant.
JANEWAY: We've been looking into that. Mister Tuvok.
TUVOK: According to Starfleet computer records, approximately seven years ago, the Federation Starship Enterprise hosted negotiations for ownership of the Barzan wormhole. Included among the bidding parties were two Ferengi, minor functionaries known as Arridor and Kol.
NEELIX: And this Barzan wormhole, it's the same one we've discovered now?
KIM: Apparently, but we've confirmed what nobody knew at the time. The wormhole is fixed in the Alpha Quadrant. But in the Delta Quadrant, it jumps around. It turned out to be worthless.
TUVOK: But the Ferengi were not aware of that, and during a nefarious attempt to secure the wormhole for themselves, they were pulled into it and deposited in the Delta Quadrant.
 
If you have to conditionally say "according to Starfleet records" before you say something, it means that Tuvok read those records 5 minutes ago, off a PADD and he's %80 uncertain if he's dealing with fake news, or if Paris is pranking him again.

I'm hesitantly sure early on that they said that Kim plotted the "original" course home.
 
The Barzan wormhole was unstable, and in The Price, moved from the Gamma Quadrant to the Delta Quadrant. Once the Federation confirmed its findings to the Barzans and other delegates, it was probably just quarantined and left alone for quiet study. Maybe they were looking for ways of stabilizing before sending in anymore probes. Since it didn't work, it was useless for commercial purposes.

I feel that Devinoni Ral, like Thadiun Okona before it and Ki Mendrossen after, is just one of several human characters given outlandish names suggestive of the futuristic setting. We can also see this in some main character names (Geordi, Troi if that's from her Human dad), but of course not all or even most.

Ral was from Brussels, so, despite his American accent (UT), he was presumably Belgian, probably Flemish Dutch (although it's the future, and he's from an explicitly multicultural family, so who knows).

I didn't find much on the surname Ral in the real world, except that, according to one site, it is more popular in the country of Belgium than most other countries in the world. What a coincidence!
 
It took Janeway a couple hours to lure and stabilize their end of the Barzan wormhole.

If they had just ignored the Fenergi (who are the only reason the trip back to the AQ frakked up) Voyager would have got home early.

Game over.

Data reported toward the end of the episode that the Alpha Quadrant side of the wormhole would eventually become unstable as well, which means that either it would bounce around the galaxy in the same way as the far end, or the whole wormhole would just collapse (which is what an "unstable wormhole" would really do, scientifically speaking).

Thadiun Okona was not human. He was a member of the unnamed humanoid species that resided in the Omega Sagitta system. Also, Geordi or Geordie is a real diminutive form of George or Jordan; TNG didn't make it up.
 
Why wouldn’t Devinoni be a newly created baby name in the 24th century?Or indeed an imported alien name from the wider Federation.Look how baby names have jumped ethnic barriers today.
Or maybe Ral’s mother was inspired by a fictional character..I imagine there are now a few Daenerys’ and so forth walking around now.
 
As I remarked, "Devinoni" is pronounced almost identically to the existing Hindi name Devanani or Devnani. The simplest explanation is that it's a Hindi name with an idiosyncratic transliteration/spelling.
