There is a Cardassian government-in-exile in the novel Hollow Men, but the post-war Cardassian government is headed by Alon Ghemor, nephew of Tekeny, who was not part of the g-i-e.

I always assumed the leaders were purged, but the Council itself was retained for appearance's sake to provide continuity. It was mentioned as early as Second Skin as something with no actual power, so it's reasonable to assume that continued after Dukat's coup.
