It came out that a Section 31 show was being developed, then Kurtzman revealed that it wouldn't be produced until after Discovery's third season.
Everyone just assumed it was going right in to production concurrent with Discovery like the Picard series and the animated one are.

I know its being filmed in LA, I imagine that they can do 'partial' filming elsewhere as needed.The show will definitely be filmed in California as they have already been granted tax breaks for that.

DEVERELL: No, that’s already well underway; Todd Cherniawsky who was the supervising art director of Discovery and then took over [production design] is doing that one. I’ve seen some of the designs, it’s super exciting; a lot of the same people are working on it.
