I've seen that image before. Pretty sure it's from Project:Rooftop. Not sure how far back in the blog it is, maybe a year.

My only problem with this is that it is clearly a bunch of DC characters in Rocky Horror attire except for the last one, who looks more like Riff Raff going as the Joker for Halloween.
